OHA is a cost-reimbursement based allowance. Completing the survey is critical to ensure OHA rates for the Utility and Recurring Maintenance Allowance portion are properly set for service members assigned throughout Germany. The results of the survey directly impact the amount of housing allowance each service member receives.


If you receive OHA and meet the following qualifications, you should participate in the survey:

  • Have been stationed in Germany for at least 6 months
  • Reside in Privately leased quarters (neither a homeowner nor sharer)


Sharers are service members sharing rent with another service member, or with a civilian in receipt of Living Quarters Allowance. Additionally, spouses are encouraged to complete the survey with the service member, or if the service member is unavailable.


This year’s survey will capture actual utility expense and recurring maintenance expense amounts provided by participants, referencing utility bills and receipts for maintenance expenses or estimates of these expenses.


Reportable Utility/Recurring Maintenance expense items include the following:

  • Electricity
  • Natural gas for heating and cooking
  • Bottled gas
  • Other household fuels, such as kerosene, heating oil, coal and firewood
  • Sewer
  • Trash
  • Running water for residence
  • Bottled water for drinking
  • Rental insurance required by custom, law or lease
  • Maintenance and repair costs (excluding yard or lawn maintenance)
